Editorial Board signed the Budapest Open Access Initiative Old traditions and new technologies met to make possible the unprecedented public benefit. The old tradition is readiness of scientists and scientists to publish fruits of the researches in scientific magazines without payment, for the sake of research and knowledge.
Бюллетень науки и практики стремится соответствовать кодексу поведения Комитета по этике публикаций (COPE), изложенному в их руководящих принципах (https://publicationethics.org/). В частности, обеспечивает соблюдение следующих правил в отношении процесса подачи и публикации представленных статей.
1. Рассмотрение статей полностью основано на их достоинствах с точки зрения продвижения научных дискуссий в области, представляющей интерес для читателей. Авторы не ограничены в используемых методологических подходах или методах. Не будут отдаваться предпочтения авторам из определенных учреждений или мест. 2. Авторы должны придерживаться ряда этических правил. Это касается целостности результатов, плагиата, вопросов авторства и процедур сбора данных. 5. Поскольку решение о принятии или отклонении статей основывается на рекомендациях экспертов-рецензентов, редакционная коллегия не будет рассматривать апелляции, основанные на запросе оценки качества. Bulletin of Science and Practice strives to be compliant with the Committee on Publication Ethics (COPE) code of conduct as set out in their guidelines (https://publicationethics.org/). In particular, ensures that the following are abided by with regard to the submission process and publication of articles submitted.
1. Consideration of papers is based entirely on merit with regard to the advancement of scientific debate in the area of interest to the readership. Authors are not restricted in the methodological approaches or methods used. No preference will be given to authors based at particular institutions or locations. 2. Bulletin of Science and Practice expects those submitting work to abide by a set of ethics rules. These relate to the integrity of results, plagiarism, authorship issues, and data collection procedures. Details can be found in the Bulletin of Science and Practice ethics policy. The policy also includes details of the procedure adopted by the Bulletin of Science and Practice where authors are deemed to have breached these rules
3. Bulletin of Science and Practice operates a double-blind review process for determining, which papers can be accepted for publication. The full details of the submission procedure can be found here.
4. We expect our referees to judge papers in a professional and unbiased manner. This also includes respecting the blind review process. The guidelines we provide to referees can be found here.
5. As the decision to accept or reject papers is guided by the recommendations of expert reviewers the editorial board will not consider appeals based on querying the judgment of quality. Appeals can only be made on the grounds of conflicts of interest, breaches of confidentiality, or failings in the submission process. 6. Bulletin of Science and Practice is an independent academic journal run and organized by its editorial board. It is published by which is overseen Board Bulletin of Science and Practice. РЕЦЕНЗИРОВАНИЕ
Все заявки на публикацию, поступившие в редакцию, в обязательном порядке проходят двойное слепое рецензирование (рецензент не знает автора рукописи, автор рукописи не знает рецензента).
Рецензирование статей осуществляется как членами редакционной коллегии, так и приглашенными рецензентами — ведущими специалистами в соответствующей области науки.
Решение о выборе рецензента принимает ответственный редактор.
В случае наличия конфликта интересов рецензент имеет право отказаться от проведения экспертизы статьи.
По итогам рассмотрения рукописи рецензент дает следующие рекомендации:
статья рекомендуется к публикации в настоящем виде
статья может быть опубликована после исправления отмеченных рецензентом недостатков
статья нуждается в дополнительном рецензировании другим специалистом
статья не может быть опубликована в журнале
Если в рецензии содержатся рекомендации по исправлению и доработке статьи, редакция журнала направляет автору текст рецензии с предложением учесть их при подготовке нового варианта статьи или аргументированно (частично или полностью) их опровергнуть. Доработанная статья повторно направляется на рецензирование.
В случае отказа автора от доработки статьи, он должен в письменной форме уведомить редакцию о своем решении.
Статья, не рекомендованная к публикации, к повторному рассмотрению не принимается.
Наличие положительной рецензии не является достаточным основанием для публикации статьи. Окончательное решение о публикации принимается на заседании редакционной коллегией. В любых конфликтных ситуациях окончательное решение принимает главный редактор.
После принятия редакционной коллегией решения о допуске статьи к публикации редакция информирует об этом автора, указывая возможные сроки публикации.
Рецензии хранятся в редакции журнала 5 лет, в течение которых могут быть представлены в Минобрнауки России в случае соответствующего запроса.
REVIEW
A double-blind peer review method is mandatory for the processing all scientific manuscripts submitted to the editorial staff. This implies that neither the reviewer is aware of the authorship of the manuscript, nor the author maintains any contact with the reviewer.
Members of the editorial board and leading international experts in corresponding areas of sciences invited as independent readers, perform peer reviews. Editor-in-chief, deputy editor-in-chief, or science editor choose experts for peer review.
The reviewer has an option to abnegate the assessment should any conflict of interest arise that may affect perception or interpretation of the manuscript. Upon the scrutiny, the reviewer is expected to present the editorial board with one of the following recommendations:
to accept the paper in its present state;
to invited the author to revise their manuscript to address specific concerns before a final decision is reached;
that final decision be reached following further reviewing by another specialist;
to reject the manuscript outright.
If the reviewer has recommended any refinements, the editorial staff would suggest the author either implement the corrections or dispute them reasonably.
We politely request that the editor be notified verbally or in writing should the author decide to refuse from publishing the manuscript.
If the author and reviewers meet insoluble contradictions regarding the revision of the manuscript, the editor-in-chief resolves the conflict by his own authority.
The editorial board reaches the final decision to reject a manuscript on the hearing according to reviewers’ recommendations, and duly notifies the authors of their decision via e-mail. The board does not accept previously rejected manuscripts for re-evaluation.
Upon the decision to accept the manuscript for publishing, the editorial staff notifies the authors of the scheduled date of publication.
Kindly note that a positive review does not guarantee acceptance, as the final decision in all cases lies with the editorial board. By his authority, the editor-in-chief rules the final solution of every conflict.
Original reviews of submitted manuscripts remain deposited permanently (not less than 5 years).
Manuscript reviews are not published. Reviews can be sent to the Ministry of Education and Science of the Russian Federation in case of a query.
